I have a 89 firebird that stutters when I am breaking at a stop sign or red light. I'll have to turn it off and crank it back up.. Is that the fuel filter, or what?? And if it is.. WHere is it located

the fuel filter is one of many possibilities, typically it would be towards the rear of the car near the tank, it also could be injectors, air filter, spark plugs, etc. How long ago did the car have a major tuneup?
